Peking, February 4, 1885. WITH reference to your Lordship's despatch No. 275 of the 2nd December, instructing me to express to the Tsung-li Yamén the appreciation by Her Majesty's Government of the prompt censure passed on the high authorities of Canton who issued the Proclamation reported in my despatch No. 201 of the 1st October inciting Chinese to commit outrages against French ships and citizens in British Colonies, I beg to inclose copy of the note which I have addressed to their Excellencies the Prince and Ministers in accordance with your Lordship's instructions.

Sir H. Parkes to the Tsung-li Yamén.

Peking, February 3, 1885, HER Britannic Majesty's Minister has the honour to inform his Highness and their Excellencies that, having communicated to Her Majesty's Principal Secretary of State for Foreign Affairs copies of the correspondence which passed between the Yamên and himself in the month of September last on the subject of the issue of a Proclamation by the high authorities at Canton inciting Chinese to acts of outrage against French ships and French citizens in British Colonies, his Lordship has instructed him to express to his Highness and the Ministers of the Tsung-li Yamên the appreciation by Her Majesty's Government of the prompt censure passed by the Throne on the high provincial authorities by whom the Proclamation in question was issued.

Her Britannic Majesty's Minister avails himself, &c.
